I read your most recent report circulated via email yesterday and noted your advice to provide input to the GRDA on the SMP. I think that at the moment it is very difficult for a private citizen to provide input based on an informed opinion. As I recently expressed to you, I don't have an opinion on future regulations for docks and dockominiums. I simply do not have enough information on the issues involved and the alternatives under consideration or available.

 

As suggested in your report, I went to the GRDA website and reviewed the minutes of the SMP Committee meetings. What I found available on the website was a single set of committee minutes dated May 24, 2006. The minutes included discussion of habitable structures, most of which appeared to be highly negative as to allowing these structures on Grand Lake. But I assume that the committee has had further meetings and the subject of habitable structures has been covered in more detail. I also find nothing in these minutes regarding dock regulations. Certainly the SMP Committee has addressed the dock issue.

 

I believe that the public should be provided with a great deal more information about the issues surrounding the SMP, including docks and dockominiums. If there are minutes of meetings subsequent to May 24, they should be made easily available, on the GRDA website certainly and I also suggest on the G.L.U.E. website. I hear rumors that the GRDA board has discussed these two issues in recent meetings and taken actions related to both, including whether or not these subjects are to be a part of what the GRDA wishes the SMP Committee's report to address. The GRDA's recent actions and current positions on these issues certainly should be clearly articulated. The SMPs, including the regulations regarding docks and dockominiums, for other FERC lakes would be good information to provide the public to encourage a more complete discussion.

 

A posting on the Waterbug this morning indicated that the GRDA wanted input from the public regarding the SMP no later than July 31. If correct, this effort appears to have been seriously compromised.
